Special Assessment Progress Report #13
Over the past several months, construction work on the Special Assessment projects has focused on the replacement of our curtain wall window system. In addition, we have recently completed the construction documents for waterproofing repairs to our parking structure and crawl space, and the restoration and renovation of landscape and hardscape areas affected by the waterproofing excavations.
The waterproofing and site restoration/renovation work will require a building permit from the City of San Diego and on Monday, February 10th, the project architect/engineering team successfully submitted the Bay Scene Crawlspace/Waterproofing and Site Improvements repair project to the City for first building permit review.
We are doing what we can to expedite the City’s permit review and approval but expect the process will require some six (6) to nine (9) months. We can begin some excavation and waterproofing work; however, any backfilling of the excavation must wait until the permit is in hand.
Throughout the Special Assessment planning process, the restoration and renovation of Bay Scene following the waterproofing repairs has been a primary goal. To achieve this goal, the Board of Directors retained recognized experts in landscape architecture, civil engineering, disabled access, lighting, irrigation, and waterscape design. On-site resident desires and perspectives were also seen as essential, so the Board formed a Steering Committee consisting of five condominium owners to provide their input. The Steering Committee included Nancy Eggert (Unit 153), Melanie Stangle (Unit 241), Rose Cox (Unit 331), Alexa Roberts (Unit 335), and Richard Felix (Unit 411).
The Committee provided initial input to the consultant design team, and feedback on draft versions of the restoration/improvement plans. They also served as a conduit for other condo owners to comment on the draft plans.
Three separate planning meetings were conducted from October 2023 through February 2024:
11 October 2023 — The Steering Committee provided the consultant design team with concerns and design concepts they considered important to include in the site restoration / improvement plan. 13 December 2023 — An Initial Conceptual Master Plan was presented to the board and Steering Committee. The board and Steering Committee comments, along with the Preliminary Conceptual Master Plan are reflected in the meeting minutes at: Meeting #2 Minutes:
6 February 2024 — The consultant team presented an updated Conceptual Master Plan to the board and Steering Committee, in preparation for a homeowner forum. At this time the Steering Committee provided additional comments, along with the comments they solicited from other homeowners. The 15 May Homeowner Forum included a presentation to all owners in attendance (in person or via Zoom) describing the comprehensive planning process, site opportunities and constraints, and a long-term master plan for site restoration and improvements at Bay Scene. Owners and Steering Committee members had the opportunity to provide comments and feedback before handing the project back to the consultant team to refine their design and proceed with preparation of construction documents. When available, architectural renderings of the planned site restoration and improvement plans as submitted to the City will be posted on the Bay Scene web site.
