On behalf of Bay Scene Owners Association Board of Directors, we are hereby providing notice of the annual meeting and disclosure of candidates pursuant to Civil Code 5115(b).

The 2023 Annual Election and Membership Meeting will be held on Wednesday, March 8, 2023, at 6:00 PM. Below is the list of candidates in alphabetical order.

Robert Citrano (Incumbent)
I want to continue to serve on the Bay Scene board because we are at the cusp of moving forward with some major decisions that will affect the complex in the long term. The good news is we have an iconic complex, a jewel on the bay, but without some major investments, this 50-year jewel is losing its luster. There are major infrastructure issues that need to be addressed. The current board has been addressing these issues for several years. Although the monthly HOA fees were raised in the last year, the complex is seriously under-funded when the extent of the failing infrastructure issues are considered. We are about to ask homeowners to consider funding a significant special assessment. Without this special assessment, the structural integrity of the complex will continue to be compromised, eventually with potential failure, but with continued ongoing maintenance problems.

Robert Kevane (Incumbent)
I have served on the Bay Scene Board for the past 21 years and am very familiar with the operation of the buildings and the financial matters surrounding the Owners Association. There will be significant work done around the complex over the next several years, which require knowledge and understanding of the work required. I have been a CPA for 56 years and managing various properties for 57 years. Hopefully a significant amount of the deferred maintenance will be completed over the next several years, requiring significantly less work for many years on the part of future Boards.

Frank Kingery (Incumbent)
Over the past year plus I have served as Bay Scene’s project coordinator for our structural assessment, garage shoring, concrete testing, and waterproofing evaluation projects. In this role, I was liaison with several consultants and contractors, organized procurement of shoring and concrete testing contracts, coordinated schedules, and prepared periodic progress reports and updates. By identifying and requesting competitive bids from several shoring and testing contractors, I was able to save our HOA more than $60,000 in project costs. I have also been working to identify potential financing options for Bay Scene homeowners who may have difficulty paying the expected special assessment for our window system replacement. I would like to serve on Bay Scene’s Board of Directors in 2023 and continue my work on these projects.

Michael Nolan (Incumbent)
I have lived at Bay Scene with my family since 2016 and have served on the board a majority of the time I have been an owner. I am a construction attorney and would like to continue to serve on the board and assist with the maintenance projects that are anticipated over the next year.

Simon Levy
I would like to serve on the board because I want to contribute with my ideas and strategies to improve our property.

This year, the Board has appointed Cindy Redondo, Inspector of Elections, to perform the Inspector of Elections duties. Elections/Notary Public Commissions #2293502.

After receiving the ballot, mail your ballots to Menas HOA Management as soon as possible to help establish a quorum of at least 50% of the membership. There will be additional costs associated with a reconvened meeting.
