Special Assessment Progress Report #3
SITE IMPROVEMENTS IN DESIGN
On 11 October, a kick-off meeting with the newly formed Bay Scene steering committee, Whitmore Architects, In-Site Landscape Architects, and some of the board of directors was held to explore schematic design concepts for improvements to the Bay Scene grounds after excavation for waterproofing repairs. Please keep in mind that the intention is to prepare a longer-term master plan for site renovations and improvements, beyond what can be funded by the special assessment. Some of the key concerns expressed during the kick-off are included below:
Retaining individual unit views, privacy, and security.
Accessibility to swimming pool and beach is important not just for the elderly and disabled, but also for parents with strollers and other rolling devices.
Retaining Bay Scene’s “WOW! Factor” / view of the Bay when entering.
Improving accessibility to the residential towers from the main entry.
Improved delivery access, package drop-off, and lock box security processes / provisions.
BALCONY REPAIRS
In a November 2022 report, Degenkolb Structural Engineers determined the condition of several Bay Scene balconies as a high priority requiring repairs. Needed repairs are of a non-structural nature and those categorized as a “High Priority” in the report are included in the special assessment scope. On November 8th, engineers from Degenkolb Structural Engineers and Whitmore Architects inspected each “High Priority” balcony, along with a few selected others categorized as “Moderate Priority” to better determine the specific scope of repairs necessary. A palette of repair solutions will be developed by the consultant team based on what was learned during the inspection. Details will be developed for these repairs, and preliminary cost estimates will be prepared to better determine the overall scope of balcony repairs.
CONSTRUCTION PHASE
The most frequent question the Board gets is “When will the actual construction begin?”. Based on the current timeline for completion of construction documents for the window curtain wall, we realistically will not be able to start construction until the June timeframe. To minimize the period that Bay Scene is under construction, our intention is to have a construction contract in place to procure the window materials, which have a four (4) month lead time. We do not want to start the work without receiving the materials for the windows and obtaining the necessary permits from the City of San Diego. The next progress report will contain a general, more detailed description of the construction process.
