Jan. 2020 windows replacement project update

Over the past several years, the Bay Scene Owners' Association (HOA) has become increasingly aware of the deteriorating condition of our condominium windows, which are the responsibility of the HOA to maintain (Except the windows and sliding doors leading to balconies). After extensive review of the situation and several meetings with our homeowners, the HOA Board of Directors recommended that these windows be replaced. Because of the potential for unknown and/or unanticipated issues in any replacement/retrofit project involving a 45-year old building, the Board decided to complete a “Proof of Concept” phase before initiating the comprehensive window replacement project. This proof of concept – or “Demonstration Project” - consists of replacing the ten hallway windows in Tower 3. No residential units will be directly affected by the installation of two windows on each of the five floors, and the installation contractor (and HOA) will be able to identify any construction or performance issues before work begins on individual condos. The contract for the ten window Demonstration Project was negotiated and funding authorized by the Board in January and February of 2018. New windows for the Tower 3 hallway have been procured, and installation of the windows is scheduled to commence on January 13, 2020. Once installed, time will be available for homeowners to view, operate and evaluate the new windows. The approach to the full replacement project will be refined as needed, and a comprehensive contract negotiated. With a firm project cost along with an actual example of the proposed windows, a homeowner vote on whether to support an assessment for the new windows will be held in accordance with the Bylaws of the Bay Scene Owners Association. In the next few weeks, The Board of Directors will distribute a more detailed windows replacement project synopsis. This synopsis will provide additional background material regarding the need for the project, and describe the process used to select the window replacement contractor, the windows being used, the project schedule, and project cost and financing options.
